I am not part of that world but it certainly seems that a college/university that is receiving financial support from the state should focus on providing financial help to it’s own people rather than international students. Foreign students are welcome but they can go to their own country’s universities or pay full tuition in another country’s schools like most local students.

I am afraid I bear bad news here as Purdue University does not give any need-based or even merit-based scholarship to International students especially for the first year (to the best of my knowledge).
But there are always private scholarships to compete for and once you start college, you can find any and every part-time job to help you pay your living expenses if not the tuition.

Like all Ivy league schools they give financial aid, not scholarships. Columbia does look at an international student’s request in determining whether to admit the student. So an admitted international student may qualify for a “full ride” with financial aid but this depends on the finances of the students and the student’s family.
