First of all, congratulations on your acceptance into the program!
Secondly, U.S. colleges and universities, generally, have very little direct funding to support international students.
Having a conversation with the program director prior to applying might have clarified the financial challenges you’ll face as an international student in their program.
If you have not done so already, check in with the International Student Adviser about the availability of graduate school scholarship resources, institutional as well as private. Also inquire about the commonality of international students receiving scholarships at your campus.
Whether or not the $64K is worth it is a decision that you and only you can really make. Professional careers in computer science can be quite lucrative.

Are there universities in the US that offer 90% or full tuition scholarships to international students?
There are a number of universities that are “Need-Blind”. This is an admissions term that indicates that a university does not consider a students ability to pay when making an admissions decision.
There are also a number of universities that are “Full Need”. This is a financial aid term that indicates that a university is prepared to make enough financial aid available to the student to ensure that nobody has to turn the school down because of money.
There are only a handful of schools that are both Need-Blind and Full-Need for internationals (MIT, Harvard, Yale, Princeton and Amherst). There are additionally some specialist schools (e.g. Curtis) that do this but they are usually harder to get into than the main 5. There is every other variation. Columbia is Need-Aware for internationals but Full Need.
Additionally, there are full academic scholarships that are available at some universities for international students. An example would be the Morehead-Cain scholarship at the University of North Carolina, Chapel Hill.
All of these are (obviously) extremely competitive.

Does Rutgers University offer scholarships to International Students?
Included here is the official admissions office information. You can go to their website. The bottom line is you must show an ability to pay for your first year.
Second, it seems that scholarships are limited to international students who show that they have excelled academically.
"Rutgers is ranked among the best colleges and universities in the world. International students (on F-1 or J-1 visas) pay the same tuition rate as all other students who are legal residents of places other than New Jersey. For a complete list of costs (including tuition, room and board, daily living expenses, travel expenses.
All admitted international students must complete the International Student Financial Statement (ISFS) and submit an original bank statement (or other acceptable documentation) to receive their I-20 from Rutgers. The ISFS serves to estimate the total possible cost of your first academic year at Rutgers, and your completed ISFS and bank statement demonstrate your ability to support these expenses. For more information, please see Financial Documentation.
International Student Scholarships
All admitted students are automatically considered for scholarship awards. No separate application is required. International students who wish to be considered for scholarships are encouraged to apply by either the Early Action or Regular Action application due dates. Given the limited availability, early applicants are more likely to be awarded scholarships.
The majority of international students support their undergraduate education through family, private, government or other funds. Some of the most academically accomplished international applicants to Rutgers may be offered scholarships. The process is very competitive as a limited number of scholarships are available each year.
Notification of Rutgers scholarship awards is sent after an offer of admission. Scholarships are awarded for a total of four years of undergraduate education, and recipients will be expected to maintain a minimum of a 3.0 grade-point average."
Which US MBA programs offer full-tuition scholarships for international students?
I’ve done two MBA programs, one a generalist program, one a specialist program.
US employers are really good about paying their own employees’ MBA fees. An MBA is a common skill set. Nearly everyone I know has an MBA in their chain of degrees. It's unlikely you would get an employer to sponsor a visa for you unless you had other desirable qualifications. The future visa situation is not looking good for international students.
Ann-n-n-d it is unlikely you would find a US sponsor to pay your MBA fees and expenses, if you are going to be returning to your country when you complete the MBA.
Best advice: Get a scholarship in your own country for your MBA costs and expenses, and then return to your country to use your new skills.
