Most of the U15 medical-doctoral research institutions have funding packages for STEM-based research master’s and PhDs.
But if you are looking for a scholarship for an undergraduate degree, don’t count on anything unless you are in the top echelon of international applicants.
Undergraduate scholarships are rare for domestic and international applicants. Most who receive something get a one-time entrance scholarship of $2000 or less.
There will be a handful of larger on-going scholarships for the most qualified applicants.
But the default is no scholarships for international students for undergrad because part of getting accepted requires you to provide proof of funds to pay at least year 1 tuition and living costs (minimum $10,000 per year).
The same thing applies to getting a study permit by providing proof of funds to support your study in Canada.
Canada does not have needs-blind private universities like the US. All good universities in Canada are public so there is little to no financial support for students especially internationals. Most Canadian students find their university education via student loans and not scholarships.

Generally, university-sponsored scholarships in Canada can either be entrance-based or application-based. With the entrance-based scholarship, you become eligible for financial support when you enroll in the university granting the award.

Which US universities provide most need-based scholarships to international students?
Purely based on admissions policies, the universities are: The top Ivies (Yale, Harvard, Princeton), MIT, Amherst as these are need blind for admissions for internationals and meet full demonstrated need.
Then, other highly ranked colleges with large endowments (Most private colleges in the top 50 of US News rankings). Stanford, UChicago, the lower Ivies(Columbia, UPenn, Dartmouth, Brown, Cornell) are some examples. As you go down the list of the top colleges(which correlates with endowment size) the absolute maximum you may get decreases but still for the top 50, they may even come close to a full ride.
However, it should be noted that the merit based scholarships in other state schools may be easier to attain than the need based scholarships in these schools. For e.g. the avergae SAT score at say Cornell might be in the 2000s but merit based scholarships for internationals at some state schools have a minimum SAT score of sth like 1700 for people to be eligible.
Which US universities provide most need-based scholarships to international students?
There are on the order of “twenty” US colleges that provide very good need-based financial aid to international undergraduates. (Most graduate students, US or international, are supposed to get Full Funding in the STEM research areas)
However, of that “twenty”, only five, I believe, are Need Blind: MIT, Harvard, Yale, Princeton, and Amherst College.
The other “fifteen” that are also Need-Aware in making their admission decisions for international freshmen applicants are: Stanford, Caltech, the other colleges in the Ivy Athletic league, and the colleges in the NESCAC League.
There may be a few others.
Most of the colleges in the USA look to international students as Cash Cows and expect them to pay, in full, with No financial aid from the college.

No, top universities like Stanford, MIT, University of California- Berkeley, Duke, Georgetown, etc. though not Ivy League schools provide a lot of scholarship and fellowship opportunities. Stanford, for example, helps you fund your education through a blend of student loans and fellowship awards. The program is need-based and fellowships are awarded solely on the basis of demonstrated monetary need. MIT Sloan awards fellowships based on merit. The criteria for the recipients are Academic Excellence, Professional achievements and potential contribution to the MIT Community.
Apart from these programs, there are external organizations as well that provide financial support to needy and deserving students. Some of these organizations are Aga Khan Foundation, Inlaks Scholarship, Rhodes Scholarships, Stanford Reliance Dhirubhai Fellowship, etc.
